The Safety & Security Office for Pennsylvania Highlands Community College is located on the Richland Campus. Safety & Security is available daily during building hours.
Incidents on Campus
Crimes occurring on campus will be reported to the appropriate local law enforcement agency. The Office of Security and Safety investigates violations of the Pennsylvania Highlands Community College Student Handbook, which is available to all students online. These incidents are referred to the appropriate administrative office for further action.
To report a crime or emergency, members of the College community should call the Office of Security and Safety by dialing 814.262.6427 or extension 6427 from any campus phone. Campus community members can also report crimes in person to the Office of Security and Safety located at 101 Community College Way at the Richland Campus. Depending on your location, crimes or emergency situations can also be reported as follows:

Crimes or emergencies occurring at Pennsylvania Highlands in Richland can be reported to the Richland Township Police department by dialing 911.

Crimes or emergencies occurring at other Pennsylvania Highlands sites can be reported to local law enforcement jurisdiction by dialing 911.

Active Shooter Information
An “active shooter” is an individual who is engaged in killing or attempting to kill people in a confined and populated area; in most cases, active shooters use firearm(s), and there is no pattern or method to their selection of victims. When an Active Shooter is in your vicinity, you must be prepared both mentally and physically to deal with the situation. You have three options:
- Run:Â Leave your belongings behind. Have an escape route and plan in mind.
- Hide:Â Hide in an area out of the shooter’s view, and lock the door or block the entry to your hiding place.
- Fight:Â Fight as a last resort and only when your life is in imminent danger.

Closing and Delay Procedures

Penn Highlands is a commuter institution and recognizes the commitments that its employees and students make to attend work, classes, and events at the College’s locations. In that regard, Penn Highlands will remain open and operational unless extreme weather conditions or other emergencies do not permit it to do so.
Jeanne Clery Annual Report

It is available online, in the Office of Security and Safety, and at all College facilities.
